Requires wastewater treatment works approved for land application to test sewage sludge and other residual materials for perfluoroalkyl and polyfluoroalkyl substances (PFAS) before land application.

Directs the Department of Health to adopt administrative rules for monitoring, sampling, testing, and data collection of sewage sludge and residual materials containing PFAS at wastewater treatment facilities.

Prohibits permits from authorizing land application of sewage sludge or residual materials containing any detected PFAS on agricultural land, land with drainage tiles, land draining into state waters, or land in 500-year floodplains.

Sets maximum permit terms at five years for wastewater discharge permits, with renewal subject to director approval in the public interest.

Takes effect July 1, 2050.
