Establishes a Clean Plant Program within the Department of Agriculture and Biosecurity to produce, maintain, and distribute disease-free plant material to growers, nurseries, and agricultural producers in Hawaii

Program responsibilities include obtaining plant materials from within and outside the state, diagnostic screening for harmful insects and diseases, propagating clean materials, and assessing economic impact

Department may partner with growers, nurseries, agricultural producers, and agricultural research institutions in developing the program

Requires the department to adopt administrative rules covering prioritized crops and services, as well as quality coordination and management processes

Appropriates unspecified general fund amount for fiscal year 2026-2027, with annual progress reports due to the legislature at least 20 days before each regular session
