Establishes statewide solid waste reduction goals of 40% by January 1, 2028 and 70% by January 1, 2033 through source reduction, recycling, organic waste landfill diversion, and bioconversion.

Sets organic waste diversion targets requiring 40% reduction by 2028, 70% by 2033, and 100% elimination from landfills and co-generation plants by January 1, 2038.

Creates tiered compliance timelines for organic waste generators: Tier 1 (2028) covers wholesale food vendors, supermarkets over 10,000 sq ft, hotels, and entities generating 1+ ton per week; Tier 2 (2033) adds restaurants, schools, state agencies, and health facilities generating 0.5+ tons per week.

Requires each county to incorporate organic waste diversion benchmarks into their next integrated solid waste management plan revision.

Appropriates an unspecified amount from general revenues for fiscal year 2026-2027 for the Department of Health to reimburse counties for plan revision costs, with an effective date of July 1, 2050.
