Authorizes hemp and hemp-derived feed ingredients (hempseed, hempseed oil, hempseed meal, hempseed cake) in commercial feed for pets, specialty pets, and horses beginning July 1, 2026.

Requires all hemp-derived feed ingredients to be registered, properly labeled, sourced from legally produced hemp, and compliant with department rules on THC limits, contaminants, and manufacturing practices.

Mandates manufacturers and distributors maintain records including lot identity, certificates of analysis, and proof of lawful hemp sourcing, with products subject to department sampling and testing.

Explicitly excludes authorization for cannabinoids including cannabidiol (CBD) in animal feed, and does not authorize cannabinoids in human food, beverages, or cosmetics.

Requires the Department of Agriculture and Biosecurity to initiate rulemaking by December 31, 2026 covering ingredient registration, testing, labeling, recordkeeping, inspection, THC tolerances, and enforcement.
