Establishes the Conservation Agriculture and Soil Health Incentive Program within the Hawaii Climate Change Mitigation and Adaptation Commission to provide financial assistance, technical support, and education for science-based conservation farming practices

Prioritizes assistance for agricultural projects of 50 acres or less operated by beginning farmers, Native Hawaiian farmers, and socially disadvantaged farmers, with applications available in the applicant's primary language

Supports eligible practices including cover cropping, crop rotation, compost/biochar amendments, rotational grazing, agroforestry systems, traditional Native Hawaiian agricultural practices like loi kalo restoration, and water conservation systems

Requires annual reports to the legislature with equity and practice persistence metrics, plus comprehensive program evaluations every three years starting in 2028 comparing participation demographics, adoption rates, and outcomes to similar programs in other states

Appropriates unspecified general fund amounts for fiscal year 2026-2027, with effective date of July 1, 2050
