Establishes a plant-based-by-default program requiring state-operated prisons, state-licensed hospitals, and government-sponsored events to offer only plant-based foods and drinks as the default option, with individuals able to opt out.

Requires the Directors of Corrections and Rehabilitation, Accounting and General Services, and Health to adopt rules and submit annual reports on program results to the Hawaii Climate Change Mitigation and Adaptation Commission.
