Repeals the existing prohibition that prevented certain employees exempt from Civil Service Law (Chapter 76) from filing grievances over suspensions or discharges.

Grants any employee who is a member of an appropriate bargaining unit the right to grieve any disciplinary action, including suspensions and disciplinary discharges.

Allows collective bargaining agreements to specifically override these grievance rights if negotiated by the parties.

Amends Section 89-10.8 of the Hawaii Revised Statutes governing dispute resolution and grievance procedures in public employment.

Takes effect on January 1, 2077.
