Amends Hawaii Revised Statutes Section 89-9 to modify collective bargaining procedures for repricing of job classes within public employee bargaining units.

Shortens the negotiation deadline from 150 days to 90 days for repricing discussions before an impasse can be declared.

Establishes a new binding arbitration procedure for repricing impasses, requiring the exclusive representative to notify the employer within 10 days and select a single arbitrator either by mutual agreement or through a board-provided list.

Requires arbitration hearings to commence within 90 days of arbitrator appointment, with written decisions due within 30 days after the hearing concludes.

Takes effect January 1, 2077, and sunsets on June 30, 2029, at which point the statutes revert to their June 30, 2024 form, though ongoing repricing negotiations may continue after repeal.
