Requires the Attorney General to establish a confidential process allowing individuals to anonymously file complaints against any public employee in Hawaii.

Complainants must provide their full legal name and contact information to the Attorney General, who will redact identifying information before forwarding complaints to the appropriate department.

Departments receiving complaints must process them through standard procedures and report disposition findings, including any investigations conducted and disciplinary actions taken, back to the Attorney General.

Public employers and departments must inform employees and the public about the confidential complaint process and instruct them to contact law enforcement for imminent safety threats.

Appropriates unspecified funds for fiscal year 2026-2027 to implement the program, with the Attorney General required to submit annual reports to the legislature on complaints received and their outcomes; effective January 1, 2077.
