HI SB2117

Removes the prohibition on using arbitration to resolve disputes over State and county contribution amounts to the Hawaii Employer-Union Health Benefits Trust Fund (EUTF).

Allows impasses regarding EUTF contributions to be resolved through the standard arbitration process under section 89-11.

Repeals the ban on strikes by bargaining unit members over the issue of State and county EUTF contribution amounts.

Eliminates the requirement for parties to submit contribution recommendations to the legislature when arbitration panels cannot reach agreement.

Takes effect January 1, 2077.
