Requires the Governor or county mayor to provide a certified American Sign Language interpreter at every live broadcast press conference during a declared state of emergency.

Mandates that the ASL interpreter be physically positioned so their face, body, arms, and hands remain visible throughout the television or internet broadcast.

Requires news media outlets broadcasting or rebroadcasting official emergency announcements to display the ASL interpreter in an on-screen picture-in-picture window for the full duration of the announcement.

Amends Chapter 127A of the Hawaii Revised Statutes to add these new accessibility requirements for emergency communications.
