Amends Hawaii Revised Statutes Section 78-30 governing cafeteria plans for public employees under wage and salary reduction benefit programs.

Requires maximum salary reduction contributions and maximum carryover amounts for flexible spending accounts (FSAs) to automatically align with annual limits set by the Internal Revenue Service.

Applies to FSA plans established by chief executives for eligible public service employees who elect pretax compensation reductions for benefit expenses.

Takes effect January 1, 2077.
