Extends the maximum emergency hiring period for unlicensed teachers from three years to five years under Hawaii Department of Education employment rules.

Requires unlicensed emergency-hire teachers to demonstrate "continuous and verifiable progress" toward obtaining licensure each year of employment.

Acceptable progress includes enrollment in an approved teacher education program, completion of relevant coursework, mentorship participation, credential applications, or other board-approved methods.

Allows the Hawaii Teacher Standards Board to authorize extensions beyond five years during declared states of emergency.

Amends Section 302A-804 of the Hawaii Revised Statutes governing teacher licensing requirements.
