HI SB2141

Classifies the director of law enforcement, deputy directors of the department of law enforcement, the sheriff, and sheriff division investigators as Class A members of Hawaii's pension and retirement system, effective July 1, 2026.

Adds new statutory definitions for "sheriff" (administrator of the sheriff division) and "sheriff division investigator" (department of law enforcement employee with police powers holding investigator classification).

Increases contribution rates for these positions to 12.2% of compensation for members employed before July 1, 2012, and 14.2% for those employed after that date, matching rates for police officers and firefighters.

Provides enhanced retirement benefits of 2.5% of average final compensation per year of service for qualifying positions with at least 10 years of credited service and final 5 years in these roles.

Waives early retirement age reduction penalties for members with at least 25 years of credited service in these law enforcement positions who retire before age 55.
