Establishes a formal order of succession for an interim Chief Election Officer when a vacancy occurs in Hawaii's Office of Elections.

The succession hierarchy designates five positions to temporarily act as Chief Election Officer: (1) Supervisor of Election Support Services, (2) General Counsel, (3) Supervisor of Counting Center Operations, (4) Supervisor of Ballot Operations, and (5) Supervisor of Voter Services.

The interim appointment remains in effect until the Elections Commission formally selects and appoints a new Chief Election Officer to serve the remainder of the unexpired term.

Amends Section 11-1.6 of the Hawaii Revised Statutes governing the appointment process for the Chief Election Officer.
