Directs the University of Hawaiʻi School of Ocean and Earth Science and Technology to conduct annual studies on methods to capture, retain, and store rainwater and storm water runoff for counties with populations exceeding 500,000

Study must map recharge areas, analyze rainwater and storm water flows and runoff, and evaluate possible water retention methods for future use

Requires annual reports with findings, recommendations, and proposed legislation to be submitted to the legislature at least 20 days before each regular session

Appropriates $750,000 from general revenues for fiscal year 2026-2027 to fund the study
