Establishes a Traffic Fines Task Force under the judiciary to study Finland's income-based proportional traffic fines system and assess feasibility of implementing a similar system in Hawaii

Task force membership includes the chief justice (chair), attorney general, directors of taxation, law enforcement, and transportation, all four county prosecuting attorneys, two county police representatives, and one cargo industry representative

Finland's system calculates fines based on approximately half of an offender's daily earnings, then multiplies by a factor of 15 to 120 depending on violation severity (e.g., someone earning $60,000/year would have a $115 baseline fine)

Task force must submit findings, recommendations, and proposed legislation to the legislature no later than 40 days before the 2027 regular session, with the task force dissolving on June 30, 2027

Appropriates an unspecified amount from general revenues for fiscal year 2026-2027 to fund the task force, effective July 1, 2026
