Establishes the Veterinary Workforce Development Special Fund administered by the Hawaii Board of Veterinary Medicine to support recruitment and retention of veterinarians in the state.

Creates a loan repayment and scholarship program for veterinarians and veterinary students who commit to working full-time in shortage areas of Hawaii for a minimum period determined by the board.

Recipients who fail to complete their required service commitment must repay the full loan or scholarship amount to the special fund, unless the board grants a waiver for good cause.

Authorizes the board beginning January 1, 2027 to enter into agreements with the University of Hawaii, Hawaii Veterinary Medical Association, and accredited out-of-state veterinary schools to establish clinical training pathways, expedited licensure, and increased program seats for Hawaii residents.

Appropriates unspecified general fund amounts for fiscal year 2026-2027 to be deposited into the special fund and used for scholarships and loan repayments.
