Authorizes plant and animal sanctuaries on agricultural lands zoned Class A or B, including facilities for preservation, research, education, and visitor services related to native, endangered, or rescued species.

Permits rodeos and rodeo activities on agricultural district lands, including those managed by the Department of Agriculture and Biosecurity or Department of Land and Natural Resources.

Defines rodeo activities to include traditional paniolo (Hawaiian cowboy) events such as roping, riding competitions, barrel racing, steer wrestling, and livestock management demonstrations.

Requires state agencies that own or lease land used for rodeos to adopt administrative rules restricting the scale of activities and mandating land restoration upon cessation of rodeo use.

Amends Hawaii Revised Statutes Section 205-4.5 by adding plant and animal sanctuaries and rodeos to the list of permissible uses in agricultural districts, renumbering existing permitted use categories accordingly.
