Establishes the Kuleana AgTech Pathways Program within the University of Hawaii system to create career pipelines in agriculture and agricultural technology, effective July 1, 2026.

Requires collaboration between UH, Department of Education, Department of Agriculture and Biosecurity, Agribusiness Development Corporation, Department of Labor and Industrial Relations, and community organizations to administer the program.

Mandates establishment of at least one agtech regional hub per county at a public high school or UH campus to coordinate with local farmers and businesses for internships and apprenticeships.

Program provides training in climate-smart farming, cultural stewardship, geographic information systems, drone operations, hydroponics, and entrepreneurship, with dual credit opportunities and tiered certifications at high school and community college levels.

Appropriates unspecified general funds for fiscal year 2026-2027, with annual legislative reporting required.
