Expands street operation rules for all-terrain vehicles (ATVs) and utility-terrain vehicles (UTVs), allowing evening and night driving if equipped with headlights, tail lights, turn signals, brake lights, and slow-moving vehicle emblems.

Changes helmet requirements for ATV and UTV operators and passengers from mandatory to optional.

Allows ATVs and UTVs to operate on streets or roads adjacent to farmland with speed limits up to 35 mph, removing the previous two-lane road restriction.

Expands the utility-terrain vehicle definition to accommodate up to six people in seat belts, in addition to the driver and one side-by-side passenger.

Requires ATVs and UTVs operating on public streets under these provisions to be covered under motor vehicle insurance laws and regulated as motor vehicles rather than farm equipment.
