Authorizes the Department of Agriculture and Biosecurity to declare emergency quarantines when threats to agriculture or the environment are identified, with power to halt operations in affected areas for 96 hours initially, extendable by Board vote.

Grants authority to quarantine any business or area known or reasonably suspected to be infested with pests, based on systematic surveys, reports, or proximity to known pest populations.

Requires the department to compensate farmers who incur significant losses due to emergency quarantine orders and to provide affected farmers with notifications about quarantine details and support options including alternative markets or storage solutions.

Expands interim rulemaking authority to cover materials known to harbor or transport high-impact invasive species or pests, in addition to flora and fauna, without requiring standard Chapter 91 rulemaking procedures.

Designates the coqui frog as a pest by statute, with all other pest designations to be established through administrative rules.
