Renames the Department of Business, Economic Development, and Tourism (DBEDT) to the Department of Housing, Economic Development, and Tourism to emphasize the department's housing policy responsibilities.

Amends Hawaii Revised Statutes sections 26-52 and 26-56 to reflect the new department name in provisions governing department head salaries and the commission on salaries.

Updates references to the department and director throughout numerous Hawaii Revised Statutes sections, affecting over 100 statutory provisions.

Directs the revisor of statutes to substitute the new department and director names wherever they appear in the 2026 Session Laws of Hawaii.

Takes effect July 1, 2060, and does not affect rights, duties, penalties, or proceedings that existed before the effective date.
