Prohibits state laws, county ordinances, and rules from imposing inclusionary zoning requirements on housing developments that exclusively sell or rent to Hawaii residents in perpetuity.

Qualifying buyers or renters must be state residents, owner-occupants or renters, and cannot own any other real property.

Defines "inclusionary zoning requirement" as any mandate to set aside a portion of housing units to be sold or rented below market prices.

Amends Section 46-4 of the Hawaii Revised Statutes governing county zoning authority.

Takes effect on March 22, 2075.
