HI SB2203

Creates a new misdemeanor offense for law enforcement officers who wear masks or facial coverings that conceal their identity while interacting with the public during official duties

Exempts officers engaged in authorized undercover operations or when within eyesight of an unmasked officer from the same agency

Excludes medical masks (surgical/N95), weather/underwater protection equipment, wildfire smoke protection, SWAT/tactical protective gear, transparent face shields, and motorcycle helmets from the definition of prohibited facial coverings

Applies to officers at all levels including county police, state departments (law enforcement, attorney general, DLNR), and federal agencies operating in Hawaii

Takes effect March 22, 2075
