Free school breakfast and lunch will be provided to students enrolled in Hawaii public schools beginning with the 2025-2026 school year who qualify for reduced price meals under federal programs, submit an application, and receive department approval

Meals must meet federal nutritional requirements established in the Code of Federal Regulations for school breakfast (7 CFR 220.8) and lunch (7 CFR 210.10) programs

Students cannot be denied meals solely for failure to pay during the first 21 days of the school year while applications are processed, or within 7 days after their meal account reaches zero or negative balance

The governor may modify provisions of this act if necessary to avoid jeopardizing federal aid, but must report any modifications to the legislature

Appropriates unspecified funds for fiscal years 2025-2026 and 2026-2027 to cover plate costs for free meals after federal funding is applied
