Establishes automatic voter registration for applicants obtaining or renewing a Hawaii driver's license or state identification card, shifting from an opt-in to an opt-out system where applicants must affirmatively decline to be registered.

Automatically updates name and address changes on voter registration records when registered voters apply for driver's licenses or ID cards, unless the applicant affirmatively declines the updates.

Prohibits the examiner of drivers from transmitting voter registration information if the applicant presents documentation showing they are not a United States citizen.

Amends Hawaii Revised Statutes sections 11-15.7, 286-111.5, and 286-303.5 to implement these automatic registration procedures.
