Requires petitioners seeking district boundary amendments to obtain a written statement from the Commission on Water Resources Management regarding current water availability in the affected hydrologic unit(s) before filing with the Land Use Commission

Applies to boundary changes involving conservation districts, important agricultural lands, and parcels greater than fifteen acres in agricultural, rural, and urban districts

Amends Section 205-4 of the Hawaii Revised Statutes to add water availability certification as a new prerequisite for land use reclassification petitions

Effective date set for July 1, 2050
