Extends Hawaii's nepotism prohibition to legislators and employees of the legislative and judicial branches, who were previously exempt from these rules.

Prohibits legislators and covered employees from hiring, promoting, supervising, or taking employment actions affecting relatives or household members in their employing agency.

Bans legislators and employees from awarding contracts or taking official action on contracts with businesses where their relatives or household members are executive officers or hold substantial ownership interests.

Defines "relative" broadly to include parents, grandparents, children, siblings, in-laws, first cousins, and individuals adopted through Hawaiian hanai custom; "household member" includes anyone residing in the same dwelling.

Takes effect June 30, 2027, with violations subject to administrative fines and any favorable actions obtained through nepotism voidable.
