New state employees prohibited from taking official action for 2 years on any matter where they received compensation from a private source and personally participated within the 5 years before becoming a state employee.

Exemptions apply when official action is required by law, court order, or occurs within the scope of task force or working group membership.

"Matter" defined narrowly as specific bills, contracts, claims, applications, investigations, or disputes involving particular parties—not general subject areas.

Post-employment lobbying restrictions extended to permanent employees of the Governor's and Lieutenant Governor's offices, prohibiting them from representing persons or businesses for 12 months after termination.

Effective date of July 1, 2027.
