Prohibits executive branch employees nominated or appointed by the governor to compensated positions requiring Senate confirmation from organizing, attending, hosting, or soliciting contributions for political fundraisers for any candidate for elective office.

Bans these covered employees from directly or indirectly soliciting campaign contributions from any individual or entity while serving in their confirmed position.

Preserves the rights of covered employees to express political opinions, make personal political donations, and vote as private citizens.

Applies only after Senate confirmation and continues until employment in the covered position ends.

Addresses concerns about "pay-to-play" practices and the appearance of political influence over state procurement and contract decisions.
