Appropriates $500,000 in state general funds for fiscal year 2026-2027 as a grant-in-aid to the Honolulu Department of the Prosecuting Attorney for the Victim Witness Assistance Program, including staff hiring.

Addresses a 40% reduction in federal Victims of Crime Act (VOCA) funding, which supports victim witness counselors who assist crime victims through the criminal justice system.

Requires the Honolulu Prosecuting Attorney to submit a report to the legislature by 20 days before the 2027 legislative session detailing program implementation, staffing levels, caseloads, and services provided.

Report must include data on victims served, types of services (crisis response, court accompaniment, safety planning, referrals), barriers to service delivery, and language accessibility measures.

Takes effect July 1, 2026.
