Requires state departments (Education, Health, Corrections and Rehabilitation, Defense, Accounting and General Services) and the University of Hawaii system to purchase increasing percentages of locally sourced natural landscaping materials for public facilities.

Sets phased-in benchmarks: 10% local natural landscaping materials by January 1, 2028; 20% by January 1, 2030; and 30% by January 1, 2032, measured by total cost.

Defines "local natural landscaping materials" as materials like wood mulch and compost where more than 50% of wholesale value is added through manufacture, processing, production, or harvesting in Hawaii.

Mandates annual reports to the legislature 20 days before each session detailing progress toward benchmarks, total costs, and explanations for any shortfalls.

Makes technical amendments to existing local food purchasing requirements under Section 27-8, including changing "calendar year" to "year" with specific definitions for different departments.
