Establishes a state goal for Hawaii to rank among the top 10 states nationally for business competitiveness by 2045, with interim targets of 45th by 2030, 30th by 2035, and 20th by 2040.

Creates a business climate improvement working group within the Department of Business, Economic Development, and Tourism to develop policies and legislative proposals to improve business competitiveness.

Defines a "ranking metric" based on 10 categories including economy, infrastructure, workforce, cost of doing business, business friendliness, quality of life, technology/innovation, education, access to capital, and cost of living.

Requires the working group to submit annual reports to the legislature assessing progress toward ranking goals and proposing policies to improve competitiveness.

Appropriates unspecified general fund amounts for fiscal year 2026-2027 for research, staffing, and expenses, with an effective date of July 1, 2050.
