Establishes an independent Office of the Child Advocate within the Office of the Ombudsman to provide oversight of Hawaii's child welfare system and services to children and families

Child Advocate appointed by legislature for 6-year terms (maximum 3 terms), with salary equal to the Director of Health and subpoena power to compel testimony and documents

Office authorized to investigate complaints, conduct site visits to facilities where children are placed, review agency records for compliance with laws, and make policy recommendations

Covers multiple state agencies including Department of Human Services, Department of Education, Department of Health, Department of Law Enforcement, and the Judiciary (excluding court adjudicatory functions)

Requires annual reports to the legislature beginning before the 2028 session, with findings, recommendations, and proposed legislation; establishes $1,000 fine for willfully obstructing the Child Advocate's work
