Proposes amending the Hawaii State Constitution to grant voters the power of initiative (proposing statutory and constitutional amendments) and referendum (giving final approval to bills passed by the legislature)

Excludes certain matters from initiative and referendum: tax levies, appropriations, bond issuances, state employee salaries, and collective bargaining contracts

Bills enacted through initiative or referendum would not be subject to gubernatorial veto

Establishes that if conflicting amendments are proposed by the legislature and by voter initiative/referendum and both are approved, the initiative or referendum version prevails

Requires the amendment to appear on a statewide ballot asking voters whether to reserve initiative and referendum powers to registered voters through a petition process
