Requires the 911 Board to establish a statewide voluntary emergency safety profile system (such as Smart911) allowing residents to create secure profiles with medical conditions, disabilities, mobility limitations, emergency contacts, and communication needs for 911 dispatchers.

Profile information would only be accessible to public safety answering points at the time of a 911 call initiated from a phone number or device linked to the profile.

The system must be available in all counties, integrate with next-generation 911 technologies, support multiple languages, and ensure data confidentiality and security.

Mandates public education and outreach activities to promote awareness, particularly among kupuna (elders) and individuals with disabilities or functional needs.

Amends the 911 fund to authorize expenditures for implementing, operating, maintaining, and marketing the statewide emergency safety profile system.
