Repeals Section 329-123.2 of Hawaii Revised Statutes, which currently authorizes the Department of Law Enforcement to inspect medical cannabis patients' medical records held by certifying physicians, advanced practice registered nurses, or hospice providers

Removes the Department's authority to suspend or revoke a healthcare provider's ability to issue medical cannabis certifications for refusing to allow inspection of patient records

Eliminates the Department's enforcement power to suspend or revoke certification privileges when a provider's medical records do not comply with medical cannabis law requirements

Preserves any rights, duties, penalties, or proceedings that were established before the Act's effective date
