Creates a new licensure system for surgical assistants under the Hawaii Medical Board, requiring individuals to pass a national certifying examination and hold current certification from a board-approved entity.

Defines surgical assistance as providing aid under direct supervision for exposure, hemostasis, closures, and other intraoperative technical functions during surgery.

Requires direct supervision by a licensed physician, osteopathic physician, or podiatrist who must be physically present, personally direct delegated acts, and remain available for emergencies.

Establishes license renewal every two years by January 31 of even-numbered years, with continuing medical education requirements beginning February 1, 2028.

Provides for temporary licenses for recent graduates who have not yet taken the certifying exam, and licenses by endorsement for surgical assistants licensed in other jurisdictions with substantially equivalent qualifications.
