Requires all new state building construction with parking to have at least 25% of parking stalls be electric vehicle charger-ready, effective July 1, 2025

Defines "electric vehicle charger-ready" as having sufficient wiring, conduits, and electrical panel capacity to support Level 2 charging (minimum 40-ampere, 208 or 240-volt branch circuits)

Directs the Hawaii State Energy Office, in consultation with DAGS and DOT, to survey existing state facilities with parking and identify 4-10 high-priority locations for EV charging retrofits, with a report due 20 days before the 2026 legislative session

Establishes a state goal to retrofit state facilities to be electric vehicle charger-ready

Appropriates $200,000 for fiscal year 2025-2026 and the same amount for fiscal year 2026-2027 to the Department of Accounting and General Services for cost assessments and installation of EV charging systems at high-priority facilities
