Establishes a permanent $5 transaction fee for each recording in the Bureau of Conveyances and the Land Court, effective January 1, 2027, replacing a temporary fee structure that was set to expire upon adoption of administrative rules.

Deposits transaction fee revenues into the Bureau of Conveyances Special Fund to support hardware, software, staff training, and automation improvements for daily operations.

Expands authorized uses of the Bureau of Conveyances Special Fund to include digital preservation of recorded documents, professional restoration of historic bound book records, and use of qualified contractors through December 31, 2028.

Eliminates the requirement that microfilm duplication fees be established through administrative rulemaking by the Department of Land and Natural Resources.

Takes effect July 1, 2050, with certain provisions regarding the repeal of the existing temporary fee structure taking effect December 31, 2026.
