Creates a new "active retired clinician license" allowing retired physicians, osteopathic physicians, and surgeons with inactive Hawaii medical licenses to provide volunteer clinical work through community-based health care or public health organizations

Requires applicants to pay a $100 application fee, have been in good standing when their license became inactive, and have participated in active clinical practice within the last five years

Prohibits license holders from having any active medical license in any state, being subject to pending complaints or disciplinary proceedings, or having surrendered a license while under investigation

License holders must complete continuing medical education requirements at least equal to half of standard physician requirements and pay a $100 annual renewal fee by January 31

Restricts license holders from opening private practices, receiving compensation for clinical work, or practicing outside the sponsoring community-based health care or public health organization
