Raises the contract award threshold requiring vendor compliance verification from $2,500 to $5,000 for procurements under section 103D-305 of Hawaii Revised Statutes

Vendors awarded state contracts at or above the threshold must demonstrate compliance with state tax laws (Chapter 237) and employment laws (Chapters 383, 386, 392, and 393)

Aims to reduce administrative burdens on state agencies and encourage participation from small local businesses by eliminating compliance paperwork requirements for minor contracts

Maintains the attorney general's authority to waive compliance requirements for legal services contracts when comparable services are unavailable in the state

Takes effect July 1, 2525
