Department of Agriculture and Biosecurity must conduct a study on insurance coverage for small agricultural producers to strengthen Hawaii's agricultural sector

Study requirements include evaluating feasibility of a state-supported group insurance program or purchasing pool, developing criteria to define "small agricultural producer," and assessing existing private sector insurance options

Department must identify statutory or regulatory barriers limiting farm insurance availability and explore public-private partnerships with insurers for farm-specific coverage products

Report with findings, recommendations, and proposed legislation due to the legislature no later than twenty days prior to the 2027 regular session

Appropriates unspecified amount from general revenues for fiscal year 2026-2027, with effective date of July 1, 2050
