Expands environmental assessment requirements to include proposed uses within historic properties designated on the Hawaii or National Register of Historic Places, not just historic "sites" as previously defined.

Adds new trigger for environmental assessments when proposed uses affect properties with important cultural value to Native Hawaiians or other ethnic groups due to associations with cultural practices, traditional beliefs, events, or oral accounts.

Requires environmental assessments for proposed uses within properties determined eligible as traditional cultural properties or places on the National Register of Historic Places.

Updates references throughout the statute to consistently use "Hawaii or National Register of Historic Places" instead of the previous "National Register or Hawaii Register" terminology.

Takes effect July 1, 2050.
