Establishes a Farmland Transition Commission within the Department of Agriculture and Biosecurity to examine barriers farmers face when purchasing or accessing farmland and recommend incentives or policies to assist them

Commission will evaluate state-funded agricultural conservation easements, lease-to-fee conversion programs, and the effectiveness of current agricultural park lease terms in helping young farmers secure financing

Membership includes the chairperson of the Board of Agriculture and Biosecurity, Board of Land and Natural Resources representative, one House member, one Senate member, University of Hawaii representative, farmer organization representatives, and one active farmer from each county

Commission members serve without compensation but receive reimbursement for reasonable expenses including travel

Requires annual reports with findings and recommendations to the legislature at least 20 days before each regular session; Act takes effect July 1, 2050, and sunsets December 31, 2032
