Prohibits the sale, possession, or use of pesticides containing neonicotinoids (acetamiprid, clothianidin, dinotefuran, imidacloprid, thiamethoxam) beginning January 1, 2027, with exceptions for certified pesticide applicators, licensed pest control operators, state rapid response efforts against invasive species, and treated seeds.

Requires the Department of Agriculture and Biosecurity to conduct health risk assessments for imidacloprid by January 1, 2028, and for other neonicotinoids by January 1, 2029.

Mandates the department evaluate impacts on pollinating insects, native migratory and resident birds, aquatic organisms, and human health, with a final determination due by July 1, 2030.

Requires adoption of any necessary control measures for neonicotinoid use by July 1, 2032, based on evaluation findings.

Effective date set for July 1, 2050.
