Creates a new finance director position at HHFDC to oversee all finance programs, with salary set by the board that may exceed the executive director's salary

Grants both HHFDC and Hawaii Public Housing Authority autonomy in personnel matters, including establishing positions, filling positions, and setting salaries

Limits employment contracts at both agencies to a maximum of two years unless the legislature approves longer terms by concurrent resolution, and requires HHFDC to measure personnel performance based on housing units delivered, state funding per unit, fund revolving rates, and household incomes served
