Expands the State Building Code Council from 12 to 15 voting members, plus one nonvoting comptroller representative.

Makes representatives from both the Building Industry Association of Hawaii and the General Contractors Association of Hawaii permanent standing members, eliminating the previous arrangement where they alternated four-year terms.

Adds two new labor union representatives to the council: one from the Plumbers and Fitters United Association, Local 675 and one from the International Brotherhood of Electrical Workers, Local 1186.

Addresses concerns that the council has struggled with limited funding, insufficient staffing, and members lacking required building code knowledge since its establishment in 2007.

Takes effect July 1, 2050.
