Prohibits denying residency in certified community care foster family homes to individuals with intellectual and developmental disabilities solely based on their disability status or Medicaid waiver enrollment (1915(c) or section 1115 waivers).

Allows certified foster family home caregivers to serve as providers under both the 1915(c) and 1115 Medicaid waivers, enabling residents to maintain waiver services while living in these homes.

Requires the Department of Health to provide technical assistance and training for appropriate placement of individuals with intellectual and developmental disabilities in community care foster family homes.

Mandates consultation between the Department of Health and the Med-QUEST division of the Department of Human Services to align waiver language, provider qualifications, and payment models.

Takes effect January 30, 2050, with Section 2 contingent upon revision of community care foster family home standards by the Department of Health and approval of 1915(c) Medicaid waiver updates by the Centers for Medicare and Medicaid Services.
